Charles E. "Chip" Vogan, Jr. was born in Ann Arbor, Michigan in 1946 near the campus of the University of Michigan where his parents received their graduate degrees in music. The family moved to Norfolk in 1950 when his dad was called to head the music department at the College of William & Mary, Norfolk Division, now Old Dominion University. Mr. Vogan grew up in Riverview & Lakewood, attending J.E.B. Stuart Elementary, Northside Jr. High, & Granby High Schools. He graduated from Davidson College in 1968 with an A.B. in History & a commission in the U.S. Army. His selection as a Distinguished Military Graduate led to his two-year assignment as an Armed Forces Courier at Headquarters, U.S. Army Europe in Heidelberg, Germany.
In 1970-71 Mr. Vogan spent a year of post-graduate work at the University of Michigan before beginning his law studies at St. Mary's University in San Antonio, TX. Following his graduation there he passed the Texas Bar & returned to Norfolk where he clerked for several months at Kaufman, Oberndorfer & Spainhour before serving as a Law Clerk for Judges Walter E. Hoffman & J. Calvitt Clarke, Jr. in federal court. Mr. Vogan then passed the Virginia bar & practiced law as an associate for 2 1/2 years before being appointed as an Assistant Commonwealth Attorney in Norfolk, where for nearly eight years he prosecuted all manner of crimes including over a thousand cases of welfare fraud.
In 1986 Mary Sue Terry appointed Mr. Vogan as an Assistant Attorney General to establish a new office in Norfolk. He served in that position for over two years before deciding to "hang out the shingle" in August of 1988 on Tidewater Drive in Norfolk, where he continues the general practice of law more than 30 years later.
Mr. Vogan is admitted to the bars of Virginia and Texas and was admitted in 1979 to appear before the U.S. Supreme Court. His practice is centered around Family Law, Wills and Estates, Criminal Defense, Real Estate, and assisting Small Business clients. He speaks French and German, is learning to use a computer, and has always had a listed home telephone number.
Mr. Vogan married the former Barbara Lee Green in 1984 & they have one son, William. He is a member of the Norfolk Rotary Club where he has served as its president and has been honored as a Paul Harris Fellow.
Mr. Vogan is also a musician who has sung in over a dozen operas with the Charlotte, San Antonio & Virginia Opera Companies. His folk group, "Dramtreeo," has released four CDs & has given concerts throughout the mid-Atlantic, including twice at Lincoln Center in New York City.
